  • Audit of proposed offer parameters and contingent offers 
  • Requisition closure, document & data maintenance for compliance reporting 
  • Background checks, including US and international criminal, education, employment  verification & DMV reviews and appeals consistent with FCRA requirements
  • Reference checks for performance-based data 
  • Immigration support & processing for OPT, work visa, dependent visa, and  permanent residency applications consistent with DOL & USCIS requirements 
  • Onboarding: Offer Letters, Form I-9 & E-verify processing, as well as New Hire Reports

Systems Support

  • HRIS/Payroll systems design, administration and user support 
  • HRIS/Payroll systems processing for employee setup, data entry, maintenance, access,  and technical support 
  • Interface with WVU CCMAP, EDS & WVUCard Offices for WVURC workforce personal  and financial data interface for MAP/Oracle systems hierarchy, data entry, and processing to grants accounting for wage and fringe; MyID setup; and, Outlook account creation

Payroll & Tax

  • Semi-monthly payroll processing, financial (funding source and bank account) reconciliation, and related record keeping requirements
  • Time Management audits and record keeping 
  • Federal tax payment authorization and reporting 
  • Monitor and manage NRA tax treaties for payment authorization and reporting 
  • Establish and maintain State Tax accounts for employee work and residence locations  (KY, MD, OH, PA WDC, WV, and VA) to authorize payments 
  • Establish and maintain PA Local Taxes, as required by law, for payment 
  • Payment and reporting as required for taxable and non-taxable fringe including, but not  limited to, third-party STD payments, relocation expenses, and awards,  as well as standard insurances and affiliate benefits 
  • Quarterly and yearly (Forms W-2) tax reconciliation, reporting and payment authorization

Benefits & Training

  • Plan Administrator and coordination of WVURC medical/vision/Rx; dental; retirement; STD/LTD/Life; workers compensation; and, unemployment compensation insurance plans and COBRA administration
  • Provide coordination for affiliate benefits through WVU and WVHTF including, but not limited to athletic tickets discounts, parking permits, credit union membership, WVU employee ID cards for facilities and services access, various training programs (e.g. EH&S OSHA & driver training), and communication sources (e.g. ENEWS, WVHTF Affiliate Group Sources)

Performance Management & Related Programs

  • Orientation sessions 
  • Professional development and operations/functional training sessions 
  • Developmental and mandatory compliance training 
  • Performance appraisal program coordination, work plan development assistance,  disciplinary action investigation, documentation development, and  termination processing 
  • Internal complaint investigations, and point of contact for agency investigations
  • Organization contact for personnel-related hearings 
  • Employee Recognition Program coordination

Compliance & Business Operations

  • Maintain current knowledge of federal, state and local labor law and regulations
  • Corporate compliance report filing and audit response 
  • Policy and program development, procedure coordination and updates
